The iodine studies planned by h-8 call for air-sampling over a radius of twenty-five miles. This radius is outside the limits of the nevada test site. Shipman is asking for an official ruling and understanding with the us public health service which would allow studies to be carried out in whatever direction that wind takes. These would not be tests but an experiment and would not involve any radioactivity. Shipman cautions that public relations could be improved over those practiced during "tumbler snapper" and "teapot."
