HSHF-R-NM (40-3 sa) ARM 1.941221.004d 16 February 1994 MEMORANDUM FOR: SEE DISTRIBUTION SUBJECT: Human Radiation Research (Tasking) 1. REFERENCE: USAMDC&S, HSMC-GCI, 26 Jan 94, Subject: Human Radiation Research. 3 . The undersigned has been assigned additional duty as the EAMC Human Radiation Resarch Project Officer with the responsibility for assembling an inventory of existing research records and statements from records custodians regarding activities in human radiation research. The research time frame will include EAMC predecessor organizations. 4. Please review all available administrative and centralized clinical records (excluding individual medical records) for the period 1944 through 1979 for discussion of research involving human exposure to ionizing radiation. The senior officer in each department, clinic and service listed below is responsible for the research and preparation of typed and signed memoranda describing their findings. The findings will be used to complete a summary report which will be sent to Ft c1 Sam Houston upon completion. Negative reports are reauired. 5 . Data research WILL INCLUDE, but not be limited to common and routine clinical practices (both established diagnostic and therapeutic interventions) involving the INTENTIONAL use of ionizing radiation AND THE SYSTEMATIC COLLECTION OF DATA (Le. clinical investigations). All such projects will be reported and their records secured, since they implicitly question established procedures. The project DOES NOT INCLUDE common and routine clinical practices, such as established diagnostic and treatment methods, involving INCIDENTAL exDosures to ionizing radiation, or RETROSPECTIVE studies of such data wherein it can be clearly established that experimentation or clinical investigation was not the original intent. Review of contracts and or grants records must be undertaken searching for any connection with the Medical College of Georgia, Veterans' Administration Medical Center and the Savannah River Facility with regard to human radiation research. In your research and report, err on the side of inclusion. Again. negative reports are reauired. 6 . EAMC's suspense to Ft Sam Houston for the completed project is 1 March. This dictates assignment of a high priority for completion of all required research.
