National Aeronautics and Office of the Administrator TO: Officials-in-Charge of Headquarters Off ices Directors, NASA Field Installations Director, Jet Propulsion Laboratory SUBJECT: Records on Human Radiation Research As you may know, in December 1993, NASA and other Federal agencies were informed of their possible involvement in sponsorship or cosponsorship of human experiments to determine the effects of radiation. President Clinton has ordered a full, Governmentwide review and established an interagency Working Group with participation from the Departments of Defense, Energy, Justice, Veterans Affairs, Office of Management and Budget, and the National Aeronautics and Space In response to the President's direction, I have assigned Dr. Harry C. Holloway, Associate Administrator for Life and Microgravity Sciences and Applications, the responsibility of overseeing all of NASA's internal activities regarding human experimentation on the effects of radiation. Dr. Holloway has already begun a thorough and extensive search to gather records and information concerning human radiation experiments in which NASA was involved. Dr. Donald E. Robbins, Deputy Director of Space and Life Sciences at the Johnson Space Center, has been appointed to lead a team to conduct a prompt and detailed search of all NASA records. He will report the team's findings to Dr. Holloway. The President considers this issue of paramount concern, and we must take all necessary steps to ensure that any involvement by NASA is fully disclosed to the American public. Therefore, it is imperative that all entities of NASA cooperate fully in this search. It is also essential that you take every precaution to safeguard any and all records and documentation that you have or of which you are aware--electronic as well as written, internal documents as well as external ones40 ensure that no documentation related to the subject of this investigation is destroyed. Thank you for your full cooperation in this important matter.
