Defense Nuclear Agoncy MEMORANDIM FOR THE ASSISTANT TO THE SECRETARY OF DEFENSE SUBJECT: Forwarding of Human Radiation Experiments (€IRE) Materials and Review of Defense Nuclear Agency (DNA) HRE Action Items This memorandum transmits the 23rd submittal of HRE documents and materials. A summary status of DNA HRE action items is at Attachment 1. Two new documents (HRE #0859 and #0860) are included in this submittal at Attachment 2 and 5 respectively. Documentation supporting DNA HRE document #0672 (submitted on 23 Sep 94) related to the 1952 Veterans Administration and Department of Defense exchange concerning the requirement to maintain detailed statistical records of radiological exposures received by personnel serving in the Armed Forces is resubmitted at Attachment 3 (DNA HRE document #0839, submitted on 28 Oct 94). DNA is unaware of any "secret" files on soldier exposures Concerning this issue. The location/status of the 5 8 Nuclear Test and Personnel Review (NTPR) documents requested by the Advisory Committee on Human Radiation Experiments (ACHRE) was previously submitted to the Radiation Experiments Command Center (RECC)on 2 and 28 Sep 94 and is resubmitted at Attachment 4. As previously reported, 11 of the 58 requested documents can not be located. The NTPR historical volumes were written under DNA contracts by several performers, including JAYCOR, Kaman Tempo, and JRB Associates. , The search for information by these contractors was undertaken in numerous archives and libraries, and through discussions with participants. The 58 document titles requested in the 15 Aug 94 ACHRE memorandum were apparently identified by selecting from the bibliographies of the NTPR historical "Bluebook" volumes. There was no requirement to copy and assemble NTF'R Bluebook bibliographic documents in a central location for subsequent retrieval. Nor was there a requirement to identify the archival source for each Correspondence from DNA's NTPR records concerning former Marine Sergeant Torres' involvement in Operation PLUMBBOB is at Attachment 5 . DNA is not aware of any information concerning prisoners who were involved or participated in any nuclear bomb
