Colonel Britt S. May Nuclear Safety Division Kirtland Air Force Base Albuquerque, New Mexico 87117 Dear Colonel Mays Enclosed is the report I promised you. This was written on March 20, and actually some of the issues have changed. The report was never distributed, although Dr. tfalsice'a office got copies as did certain offices in the ABC. I thought someone in your organization got a copy In this document I tried to make a reasonably complete and coherent f^story of the issue up to March 20, leaving out of it certain things (but not all) that Dr. Nalske did not want mentioned. In my telephone conversation with him, I got the idea that he wanted me to confine my remarks principally to the Laboratory support phase of the operation. This leaves what X consider to be singularly the most important aspect, and that is the plutonium distribution contours on the surface. This is something that Dr. Nalske and Dr. Hans Koch did not want released. Is it to be released in the report you are preparing and, if so, who 9D is expected to handle it? As Z see it, your problems as editor-inchief of this issue are as follows. (1) To know specifically what Dr. Nalske wants. Does he want a re lease of actual quantitative values? In other words, does he want to be quantitative or qualitativei technical or sami-technical; or a qualitative, lay, expanded news release? (2) Who is to do what specific portions of the issue? (3) Once you have decided on who does what, (a) let him know specifically what his job is; (b) whether you want quantitative or qualitative treat ment of the subject! (c) whether you want figures, graphs, and tables used; if so, of what? (d) the maximum number of pages to which you expect the author to confine himself} and (e) something of the format of the

Although Dr* Nalske told as over the telephone, I have forgotten just where this Material is to be published. Once I have a better idea of what you want, Z will give you a draft within a week or so.
