The Laboratory Program vas discussed and Dr. Bradbury presented his philosophy; a crystallization of this philosophy wap felt necessary, particularly in approaching the .august Conference: Dr. ErEdbury outlined the future probabilities as he saw them: a. test sometinie next year fully under control of this laboratory. The location undetermined but certainly more convenient than the Pacific. The Test Charlie not to interfere with this test. rAerAliieeee.e.ee: This docuaellt cont. ins Minute8 of . the Tech Board Meeting b. Laboratory must continue with basic research, principally in physics and chemistry. The fast reactor must continue, and it is generally agreed that a fundamental study of critical eseemblies was also important to pursue. There should be some study and research on possibility and probability of smaller gadgets. The Navy carrierbased aircraft and guided missile projects Lill undoubtedly bring this up and we should' have inforeletion on what the price is in lowered efficiency. Continue development program of 2-Division which is still in the cards, although assembly and stock pile of standardized parts should be a military responsibility leaving the direct responsibility of this laboratory for consultation only. Regarding the stock pile of urchins, Dr. Thradbny felt that this was not necessary, our main responsibility being to meet requirements for tests only. 3. Development plan for construction of the Tech Area vas discussed in light of immediate reeuirements for the large Van de Greaff housing. erierits of integrated smaller buildings versus one large building were discussed as well as the difficulty in the proposed area there foundry, tuballoy shop, a d heat-treat buildings already stand. It is felt a re-study of this overall clan would now be timely to bring up to date revised physics division thinking and better utilization of space now occupied by eemporary warehouses. 7. The ,uestion of terminations following the polio' announced by the Director, 15 May, discontinuing the homeward travel expense, ryas discussed. It was felt that a direct termination notice should be sent employees effected. A related problem, trut of employees terminating solely to get their expenses paid home for a short vacation me then initiating steps for rehire was discussed and Dr. Bradbury thought that a rule should be instituted that no employee would receive travel to the eroject when rehired within six months after a termination unless specifically approved by the Director. 8. The new working hours were discussed. It was agreed that the new 7:30 starting was satisfactory. Dr. Bradbury would like a new count of arrivel and departure time of employees through the gate. Mr. Roy brought up the problem at Post 12 which starts tt%king pass numbers at 4:30 even though most employees from nSu Site returning from work routinely do not arrive there possibly until 5:00 o'clock. 1 e will ask the Security people to set back the recording of individual passes until NOTE: Mr. - Hill, memo quoting paragraph.6, 23 July 46.
