ENERGY RESEARCH AND DEVELOPMENT ADMINISTRATION Not having heard from the Governor by noon, April24,I called his office and was able to talk with James Monaghan of the Governors staff regarding the promised call. I restated simply my concern - my scientific judgment and management responsibilities dictated that a more complete assessment of the proposed movement of the contaminated soil on the " lip " was needed before going ahead. On the other hand there seemed t o have been a commitment tothe State t o move the materials soon. He related that at the Governor's instructions he had talked with Siek, Department of Health, and had agreed that ERDA should perform the more detailed assessment. H e even volunteered that perhaps an environmental impact statement wasin order but that the State felt that would take too long t o complete and they did want the material moved before an extremely long time had elapsed. I countered that the purpose of the assessment wasto determine what should be done including perhaps the decision that the least harmful thing was to leave it, although I doubted that that would be the conclusion. I n any case, w e would fully involve the State before any such decision was reached. I advised him thatI would write a confirmatory letter tothe Governor about the two conversations - April 23 and 2 4 - so that we would all be clear on what the agreement was. t o work with the State i n achieving a satisfactory resolution concerning the Rocky Flats site. I asked that he convey tothe Governor ERDA's desire Hale, Flynn, Graves ' dfice and Burke of Albuquerque Operations Office, were all informed of the decision to defer cleanup and t o prepare a much more detailed assessment before the movement takes place. Burke the comments of the reviewers of the current assessment. BER isto provide t o f o r Environment and Safety
