Defense Nuclear Agency MEMORANDUM FOR THE ASSISTANT TO THE SECRETARY O F DEFENSE SUBJECT: Forwarding of Human Radiation Experiments (HRE)Materials and Review of Defense Nuclear Agency (DNA) HRE Records Search Efforts This memorandum transmits the 1 lth submittal of documents to the Radiation Experiments Command Center (RECC). A summary status of DNA action items is at Attachment 1. The source for each action item is also shown on Attachment 1. An errata for action item summaries of four previous submissions is provided at Attachment 2. DNA has identified one additional DASA sponsored human radiation experiment. One copy of the document describing results of this experiment is included with this submission, as HRE-499 listed in Attachment 3. DNA will contact the University of New York and request copies of archived documentation. DNA has also identified an additional intentional release of radioactive materials. Operation ROLLER COASTER was a joint United States and United Kingdom test series to determine plutonium hazards from accidents with plutonium bearing weapons that did not produce a nuclear detonation. One unclassified document is included with this submission, as HRE-495 listed in Attachment 3. Advance copies of all applicable documents (including classified documents) will be provided through ATSD(AE) to the RECC under separate cover prior to completion of declassification/downgrading. SanitizedlDeclassified versions will be forwarded with future submissions. DNA followed up with four of the performers of the HRE projects we previously identified. One copy of each response is forwarded at Attachment 4. The other organizations that performed the remainder of the 11 experiments are being contacted by AFRRI, the U.S. Army, or the RECC.

SUBJECT Forwarding of Human Radiation Experiments (HRE)Materials and Review of Defense Nuclear Agency (DNA) HRE Records Search Efforts In a 15 August 1994 letter (Attachment 5), the A d v i m y Committee on Human Radiation Experiments (ACHRE) requested 60 titles from the bibliography of the Nuclear Test Personnel Review (NTPR) historical volumes. Two of the titles were listed twice. DNA has begun searching for documents corresponding to the 58 unique titles provided. The Department of Energy Coordination and Information Center (CIC) has archived 38 of the titles listed. CIC accession numbers are annotated on the ACHRE letter (Attachment 5). The 1982 NTPR partkipanddose computer database @tern number 10) has been continually updated by DNA. The 1982 version is no longer available; however, the current version of the database is available for local review by ACHRE members. One document (Item number 45) has been reported destroyed. Seven documents have been requested from archival facilities. Two of these 7 documents are included with this submission (Attachment 5 ) . The remaining five documents will be forwarded when they are available. Eleven documents have not yet been found. Further search for these 11 documents could require a significant expenditure of resources, and we recommend a meeting be arranged with the ACHRE staff to ensure optimumhppropriate use of available time and personnel. Annotations on the ACHRE letter at Attachment 5 indicate the location of all 58 documents listed. A list of the 150 documents included in this shipment is at Attachment 3. Copies of all documents listed are also attached. Action item numbers in the summary table refer to the action items listed in Attachment 1. Documents identified during the archival records search which do not correspond to specific action items, but which are considered to be of potential interest to the ACHRE, are identified as "general" documents. DNA has completed our record search of the Washington National Records Center (WNRC) and the National Archives and Records Administration (NARA). All remaining documents will be forwarded as the security reviews and database entries are completed, Major General, USAF (Attachments forwarded to RECC)
