Interview with Dr. Warren K. Sinclair by Marks and Miazga a t 10:30 a m on 4/15/74. Dr.Sinclair has been Associate Laboratory Director for Biomedical and Environmental Research a t Argonne National Laboratory since April 1, 1974. His concern with this matter essentially dates from that We inquired first about the status of the current report of the ANL Human Use Committee. Dr.Sinclair explained that the Committee had had the matter of plutonium injected cases under consideration in March 1974 as part of its routine activities before receiving the memo from Dr. Liverman t o Robert H. Bauer, Manager of the Chicago Operations Office, on April4, 1974. However, the memo toMr. Bauer confused the issue by asking that the Director ofthe Laboratory, Dr. Robert G . Sachs, receive a copy of the report of the Human Use Committee by April26, 1974, but mentioned nothing about conveying the report to the AEC. I explained that this was not intended t o slow up the process of getting information to the Commission but was intended t o allow the Committee sufficient time to consider the matter if it had not done s o already.Ithen asked Dr.Sinclair if he would prefer that Dr. Liverman send another memo toDr. Sachs to explain that the report of the Committee should be transmitted to Headquarters rather than just remain inDr. Sachs' hands as Dr.Sinclair had implied. However, Dr.Sinclair responded that this would not be necessary and that he would both send a copy of the report to Dr. Liverman and turna copy over t o us i f he were to obtain concurrence by Dr. Sachs on the cover memo to the report before we left town. A complete folder of relevant material was furnished to us by Dr.Sinclair Michael Fry,offered to provide additional information but we had no need for discussion of the matter with Dr. Fry. I inquired whether the study of the plutonium patients had been considered by the Human Use Corn it tee at the time !

of its annual meeting i n March 1973 and was told that the matter had not been presented to the Committee. study was considered to be covered by the basic protocol of the CHR human radioactivity studies as approved by the ANL Human Use Committee i n 1971. Dr.Sinclair said that in 1973 the plutonium
