Oak Ridge National Laboratory 1. Funding provided under this work authorization should be applied towards research on biological effects and engineering issues associated with transmission line electric and magnetic fields. Such work should continue present research and should be in accord with recommendations developed as part of a national EMF program. 2.Leveraged private sector fan ding of these efforts is strongly encouraged, using the best available mechanism. 3. The planned total FY 93funding and allocations are as follows : FY 93 Previous Current Total Planned Allocation Allocation to Date 1. An authorized Field Work Proposal consistent with this funding guidance .nust be received by r:he Headquarter Contact within 30 days of receipt of this program letter.

FUNDING REQUIRQMENTS FOR C0N"UA"ION OF EMF RESEARCH Quality Assurance and Technical Management of Program ORNL sems as DOE'S lead National Laboratmy for the EMF program and is responsible for quality assurance and overall technical cootdination of the program. Section 4.2.2 of the Draft Program Strategic Plan for the National EMF Research and Communication Program (PSP)specifies the need for the quality assurance program currently in progress at O m . This program conducts regular site visits to DOE-funded research programs to evaluate and prwide consultation on exposure systems, experimental designs, protocols, and technical progress. By maintaining frequent contact with the research teams, better communications and responsiveness within the scientific community is achieved to insure consistent progress towards the program goals. Technrcal Coordination Activities In order to effectively meet the objectives of the National EMF Research and Communications Program, rcsearch activbs nationwide must be coordinated as spccifid in the PSP. This process avoids duplication of effort where unnecessary while facilitating replication of key experiments when indicated. Researchers must be rapidly apprised of results in related ~ M S that may have a beanng on their own approach or techniques. These goals are accomplished through an annual research review and timely workshops held to allow researchers in specific areas to focus on problems and advances relevant to their work. An important aspect of such activities is coordination with EPRI and other national and international organizations conducting EMF research. Quality Assurance and Program Support W/L A s ~ t aas&s ORNL and DOE in performing quality assurance activities as wed in the PSP. They also assemble a data base of ongoing international EMF research which swes as a valuable program planning tool by assisting in coordination bctwcen research organizations. WIL ficilitates the mual EMF research review and assists the steering committee in site seiection and other logistical functions. The principal scientists for this wnuact have ext#lsive experience in EMF r d management and evaluation and provide valuable guidance corrarning the program. BRM provides qi rm ring support for the quality assurance functions by evaluating exposure facilities at the research sitcs and design of the experiments as required in the engineering section (4.2) of the PSP.

3 EMF Effectson Gene Transcription Researchers at Hunter College fist reported in 1983 an effect of ELF fields on gene transcription rates. The PSP specrfies cantinuation of this line of research under the heading of Basic Cellular Studies. Hunter College is under contract with ORNL to venfy the results and extend these studies with experiments designed to determine the underlying biological EMF Neurophysiological Effects Dr. Sander Stem at the University of Rochester is under contract With ORNL to conduct EMF studies in the area of Learmng and Performance as described in Section 4.1.3 of the PSP. Dr. Stern's studies are aimed at replicating studies which have indicated behavioral effects of EMFs on rodents. The PSP points out the necessity of such rcpbtims to venfy or discount reported results and facilitate formation of a consensus regarding the existence of important EMF effects. Much of the concern surrounding the possibility of EMF biological effects has arisen as a result of eprddological studies indicating an association between powu lines and certain cancers. One problem with many of the studies is' that the association has been noted ushg surrogate measures of the fields which may not be reliable. Tho PSP (section 4.1.2) calls for reexamination of the data from past studies in an attempt to better understand the findings and look for clues that might suggest fruitful ruearch areas. ORNL has a subcontract with the University of North Carolina at Chapel Hill to raevaluate data from earlier studies as Biological Effects of EMF on Humans Midwest Reseatch Institute is the only laboratory in the U.S. performing EMF studies with human subjects. These studies of EMF-induced physiological and biochemical almtions are important for the hvestigation of possible neurophysiological effects and the evaluation of effats on humans. ORNL plans to continue work at Midwest Research institute to verify earlier findings and design follow-up experiments which will help to identify the interaction
