Additionalrefer ence is made to the now pending revisedbudget for 1953 and 1954, which embracesconstructionand testing at BikiniAtoll. Regardlessof the final scope of work to be accomplishedat Bikini, if Bikini is to be used at all, it is neoessarythat certainwork at this site be initiated not later than October1, 1952, if we are to have any hope of meting the proposed date for OperationCastle. The items of work which we think must be,acccmplishedduring such a “beachhead” phase are as follows: A reconnaissance of the site must be made at an early date by engineeringand construdtionpersonnelof Holmes & Narver and this office. This trip will be arranged his arrival in the forward area about September1, 1952. One IST should be assigned to this job to leave Eniwetok on October1, 1952, with an advanceparty of approximately 75 Holmes& Narver men. This IST wouldbe used for housingduringthe initial phase but shouldbe assignedto the projecton an indefinitebasis. The initial trip fr6m Eniwetokwould carry not only personnel tationduring the beachheadphase. The operationalislandsmust be cleared and surveyed rapidlyto permit the locationand later erectionof installationssuch as housing, messing facilities, power and water supplies, etc.
