Fee Negotiation Information 4. Documentation forfor Nemo surveillance is outlined in classified documents MLM«CF-64-3-375. To the best of my knowledge, there is no additional documentation covering FY-1965 or FY-1966 in the area of Nemo surveillance. In discussions with J. O'Connell there is no other documenta• tion which defines the number of Nemo units that will require surveillance each fiscal year. During the period of July 1963 through July 1964, only nine items were received. During that period 16 items were analyzed. The surveillance of two Nemos during August 1964, will bring our surveillance function up to date. For fee and information purposes the following table gives the month by month recetpts and analyses of Nemos for the period July 1, 1963 through August 1964.

The surveillance of detonators includes the following operations Measurement of Electrical Resistance Physical-Chemical Analyses of Abnormal Detonators The last item in the foregoing list requires scientific personnel of the research classification so that adequate data can be obtained and evaluated. Any internal gas causing deformation of the plastic cup sealing a detonator is removed and analyzed by chromatography and mass spectrometry. Any detonator showing any abnormality such as change in glue bond character, discoloration of its plastic head or explosive, change in the electrical resistance, corrosion of electrodes, or visual change in detonator-cable assembly including liquid in Lollipop requires a complete analysis by technical The analysis includes metallographic analysis of the bridgewire system, identification of corrosion products and intermetallic compounds by microscopic, chemical, electron beam microprobe, intrared, and x-ray diffraction techniques; analysis of the plastic for foreign materials such as chlorides; analysis of the explosive for decomposition products by wet chemical techniques, infrared and chromatography; NMR analysis for qualitative identification of homologues of PETN; surface area measurements of PETN to determine size change with storage; analysis of crystal structure of the PETN by x-ray diffraction and single crystal techniques; moisture and chloride analysis of the PETN; and surface area measurements of the PETN. Specific studies are made of detonator components, solders, plastics, fabrication techniques and cleaning procedures in order to define, explain and make corrective recommendations for detonator storage and manufacturing. The studies include solder corrosion products, parameters which cause corrosion of detonator components, drying agent studies for proper storage conditions, improved solder alloys of greater corrosion resistance, techniques and solvents for cleaning detonators, and the effects of moisture, chlorides and impurities on explosive and bridgewire performance. These studies require the capabilities of specially trained scientists in various areas of analytical instrumentation, chemistry and metallography.
