Letter : Pack t o Lodge, 5 August 1970 ... Regarding the agenda, have nothing to propose a t t..e present time, but on ItemD.,particularly as it refers to the Council on Environmental Quality and a budget request support document, I think that this is going to require very careful coordination within our own agencies, since our ad hoc group are not all in the direct line of program planning and budget activities.A suggestion might well be to divide the summarization into two parts : The first being those organizations that have hard funding for FY 7 1 and firm commitments i n FY 72. The second could be those agencies where these decisions have not yet been made and where the " St. Louis Experiment" is still in the planning process.I think this might clarify where west and in terms of necessity for immediate decisions, etc., etc.
