Present at the meeting met with the Committee until 1:OO p.m, and Lfr, Lilienthal assumed the chair. Members of the staff o f the Atomic Energy Commission were present at various intervals Thompson, Mr. Llorse Salisbury, ab.. 3ohn Martins, Minutes of The minutes of the meeting of December 15, 1947 were December considered and the following addition made: 13, 1947 I n view of the suggestions made at the meeting o f the Advisory Committee for Biology and Xedicine on January 9, 1948 that a discussion be included inthe

Their resignation was rec dived with regret. a new committee on Isotope Distribution was proposed: Gioacchino Fail la, D. Subsequent requeSks ofa given user for the same ,purpose will not be reviewed. and Bdrsdok will >bm$oso a Subcomntittee on Allocations hnd Distribution and will review doubtful requests for radioisotopes to be used i n fundhmental and applied research, tho field of education; industrial app lica - tions, and commercial ef it c rp rises r "The Isotopes Division will assume responsibility for other allocations of isotopes. Because of tho exper'icnoe obtained during the past year and half of the program hkld the initiation of a field service on isotope techniques, the Division is well qualified to handle this responsiThe minutes of the meeting of Jznuary 9 & 10, 1948 a t Los Alnmos, were considered and approved. The desiro of the workers in biology and medicine in the region cl laboratories to have up-to-date information of tho activities in parallel and related lines to their own was discussed, nnd it v~as felt that some mechnnism should ba doveloped whereby a technical bulletin could be prepared and circulated, Dr. Thompson outlined various possibilities ar,d also stated that such a publication would bo entirely faa sib lc. prop a ration and circulation of such 2bulletin in the Division of Biology and Medicine would be acceptable to

nh is division. Dr.; Xearn stressed the value of bulletins such as wipe issued by the Committee on Xedical Research during the Yar and stressed the importance of the in it i ad tion of such a bulletin as soon as possible. Dr, Thompson stated that a similar journal had already been prepared in the field of metalldgy and deramics. Dr, Thompson suggasted thst such a bulletin might well be made available within the A to mid Energy Comtnissioh installations concerried with the use of isotopes a8 Well as t o those investigators holding contracts with the Commisshn and to the Library of Congress and associated 1ibrarie.s. Both Dr. Bronk and Dr, & stings emphasized the disadvantzge of est ib li shing a formal journal under Atomic Energy Commission ru spices, but indorsed the technical bulletin proposed. XI-. Faymrck suggested that as u mary of pertinent information on the bio logic and medical as pacts of atomic encrgy might well be prepared perhaps by coritract. Dr, Stakman mowd th st the committee recommsnd that there be two types of publications, one a bulletin of declassified material in the field of biology and medicine t o be given as wide distribution as the exigencies of the case require and second, e. technical bulletin of the "House Organ" type be established also; and further that thc committee Igo on record as being a t the present timz opposed to establishing a new journal to

be printed and distributed like rc gular journals. Motion seconded by Dr.honk and cz r ried unanimodsly, The Committee then considered the various res z arch contracts pre sata d on the Agsfida, Information was presented regarding contracts be in sen the Offics of Sahta Fe Directed Operations and the Medical Schooi of Was':ington University.A contract has been nrranged:in the amount of $29,500 for8study o f "Nucleic Acids in Organisms Exposed to Ionizing Radiations," A second contract calls for the oonstruc? tion of special ultraviolet optical equipment for study of "Radiation Eff mts on Cells." This contract is for $45,500. This ' lcd to a discussion of the relationship of Tashington Univa-sity t o Los Alrmos Scientific Laboratory. The ssr vices given.the laboratory by the staff o f 'Washington Uni vw s it y and particularly ilx medical school were fully discussed and gratitude expressed for the help rendered, It.was felt that in view of the general policy of the Commission i n regard to regional laboratories that it was unwise to establish special relationships between Los klamos Scientific Laboratory and the %shington Uni vcrs it y Medical School. It was further felt inadvisable to construct on the grounds of Kashington University a laboratory building for the implemGntation o f such a n agroement. The offar of Dr. R. F. Moore in this regard was consequantly daclined with thnnks. DOE ARCH IV S

suggestion of Dr. tlhlmann of Michsel Reese Hospital that a contract be undertzken with that hospital to build a 35-40 million electronvolt beta tron for bio logic and medical purposes was considered. After discussion it was felt that the offer of the Michael Reese Hospital t o undertake this contract should be declined in light of the fact that in the Cancer Program it i s planned Co provide such facilities at the regional laboratories where it will be available for the use of qualified investigators on the staffs of the cooperating un iver - si ties and their associated hospitals. Ke tte ring institute that it undertake a contract in the' amount o f Institute $8,590 t o support the work i n the field of antibody studies was discussed and the offer to undertake this The commissioners then met with the committee and lined the interest of the commissioners i n the work o f the Division of "iology and Medicine. It was felt that the number of beds should be kept s ml1,preferably not over 50 i n any one institution, and that every precaution be taken t o prevent those beds from being used for routine cars, To ' implement this first step, beds will be nade available d t the Oak Ridge Hospital and at facilities provided a t the other regi oral laboratories. There was a full discussion of II proposal that there be established for the Argonne National Laboratory in conjunction with the Gold blatt Cancer Unit a 40-bed canoer research institute with appropriate laboratory facilities ; the hospital to be administered by the Lledical School Fli nics of the University of Chicago, and its facilities to be available …
