Defense Nuclear Agency MEMORANDUM FOR DEPARTMENT OF DEFENSE RADIATION EXPERIMENTS SUBJECT: Information for the White House Advisory Committee on Human Radiation This is in response to your memorandum of 9 May 1994, concerning a summary of human use research regulations and informed consent procedures relative to the Defense Nuclear Agency (DNA) and its predecessors, the Armed Forces Special Weapons Project (AFSWP) and the Defense Atomic Support Agency (DASA) as Department of Defense (DoD) components. After conducting a thorough search, we have found no indication of any separate implementing instructions or directives. All would have ascribed to the DoD memorandum, dated 26 February 1953, concerning the use of human volunteers in experimental As best as we can determine, neither AFSWP, DASA, nor DNA were ever involved in - the development of their own agency ethical standards and regulations related to human research or informed consent issues, which were separate from the established DoD policy. However, our search efforts continue and we will provide you further information if it becomes available. Provided for your information, attached is an abstract list and the individual research m s and directives (TABS 1 - 13), 1944 to the present, that would have governed ?hDhuman use research. Although we were unable to locate any AFSWP, DASA, or DNA regulations and instructions, other than DoD policies and directives, we believe that AFSWP, DASA and DNA have always complied with DoD and other related To our knowledge, DNA did not have any invohement with the Green Run experiments and, therefore, has no information to provide: ‘In our memoranda of 15 and 28 February 1994 to ATSD(AE), copies of which were submitted to you, we supplied dl pertinent documentation available at that time regarding the Cincinnati experiments. DNA has since located copies of the other two DASA contracts associated with the University of Cincinnati. Copies of these contracts (DASA-01-69-C-0 131 and DA-49-146-X2-3 15 ) have been sent under separate covur ta the DoD Public Affairs Office which shall jbrward them to Assistant to the Secretary of Defense for Atomic Energy (ATSD(AE)) and WCC. Advance copies have been sent to RECC. Our qpncy document search activities are described in the two memoranda referencd - above. Search activities still continuing and being coordinated with your center. We will send you an updated activity report when our present efforts are concluded.-
