Defense Nuclear Agency MEMORANDUM FOR DISTRIBUTION SUBJECT: Human Radiation Experiment (HRE) Records In May 1988 and March 1989, the Defense Nuclear Agency (DNA) received Freedom of Information Act requests from The New York I Times and The Cincinnati Enquirer, respectively, regarding HRE at w n ivers it y of Cincinnati (UC) Hospital. DNA provided the newspapers the documents listed at TAB A. Following Secretary O'Leary's public announcement concerning H R E , DNA either directly or on referral from the Office of the Assistant to the Secretary of Defense (Public Affairs), received nine FOIA requests for records concerning the UC HRE. Search efforts by both the Armed Forces Radiobiology Research Institute and DNA produced only one contract (DA-49-146-XZ-029) as of this the National Archives. Reports prepared by Dr. Saenger and his associates were publicly available at the National Technical. Information Service, and thus were not subject to the FOIA. The &lope in which the documents were mailed had been damaged in postal channels and the documents were in no logical sequence when received at DNA. originally released.
