Archive description

Memorandum from deputy director harold o. Wyckoff to assistant secretary of defense (ae), attn: lcdr william o. K. Rentz describing a working group meeting on 21 november to discuss new areas which the working group should consider in the future. Letter from r.c. Norton, mb to dr. Paul c. Tompkins (frc) with an enclosure letter. The letter requests the medical research council to view with some concern this apparent misinterpretation of their recommendations and hope that in your capacity as a member of the staff of the federal radiation council, you may be able to prevent any misunderstanding of this kind from gaining wider currency. The enclosure letter confers about the report of the oak ridge national laboratory ornl-4101 on "dose-estimation studies related to proposed construction of an atlantic-pacific interoceanic canal with nuclear explosives: phase 1", with particular reference to the quotation of action levels recommended by the medical research council. These mrc action levels do not in fact refer to planned exposure of populations - as your study appears to do - but apply to the wholly different situation of remedial actions when an unplanned and unintended environmental contamination has already occurred.
